Oxfam at the North-East Disaster Risk Reduction Conclave 2017

The first North East DRR and CCA Conclave and Convention of IAG-Assam was held on 23-24th January, 2017 to achieve comprehensive disaster risk reduction strategy for North East India. The two days’ program was inaugurated by Shri Bhaskar Baruah, IAS (Rtd.), Advisor NE DRR & CCA Conclave a Convention of IAG.
Risks and vulnerabilities go beyond national boundaries. Regional platforms provide an opportunity to address trans-boundary issues around disaster prevention and preparedness by providing leadership, by addressing disaster risks and building the resilience of communities and nations in the region. North East India is one of the most multi hazard prone region in Asia vulnerable to different disaster like Earthquake, Flood, Landslides and Cyclonic storms, to name a few.
The Inter Agency Group Assam has organised the first “North East DRR Conclave and Convention of Inter Agency Groups” on 23rd and 24th January 2017 at Guwahati, Assam to achieve comprehensive disaster risk reduction strategy for North East India.India’s North-Eastern Region (NER) consists of eight states – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura – occupying 262,379 square kilometers (sq. km) and home to a population of 39 million
The North East is home to more than 50% of the total number of resident tribes of India. With annual flooding of the River Brahmaputra, exacerbated due to climate on the one hand and droughts due to deficit rainfall on the other, these extremities are likely to impact the natural resources and the livelihoods of the most vulnerable and marginalised communities.
Inter-Agency Group Assam (IAG-Assam) which is a network of humanitarian agencies comprising of international, national and local NGOs working on disaster response and coordination since 2004 in the state of Assam. The objectives of the North East DRR and CCA Conclave were:
•To make IAG and its member organization visible in the NEI region
•To showcase contribution of IAG Assam and its member organization towards disaster risk reduction and climate change adaptation in the region
•To bring different stakeholders working on disaster risk reduction and climate change together for disaster resilient Assam as well as the NE region based on the framework for action and priorities set in Sendai Framework for DRR, Sustainable Development Goals, Paris Agreement on Climate Change Adaptation (COP21) and AMCDRR 2016 follow-up actions.
•To develop a strategy on DRR for the state
Themes included Strengthening Community Resilience, Climate Change Adaptation and Disaster Risk Reduction, DRR and Governance, Agriculture, Economic Security and Role of Market in DRR, Health, Nutrition and WASH in DRR as well as Inclusion and Gender Sensitivity in DRR.
Oxfam India participation and contribution: Oxfam India was one the major partners along with IAG Assam to successfully organise the event.
This event gave Oxfam India the platform to showcase the efforts and interventions in disaster risk reduction and humanitarian response in Assam. Oxfam India contributed in the panel discussions to develop the DRR strategy for North East India. Oxfam also had its own stall displaying various work and publications to visitors.
